The LCSA is working to promote electronic payment. Our partners at Plante Moran have launched an outreach effort to contact local units of government to directly set up electronic payment. LCSA offers two options for electronic deposit: through an ACH or through a Michigan CLASS participant-to-participant transfer. If you would like to begin the simple process to convert to electronic payment please email us at electronicpayment@lcsami.gov to get started. The Local Community Stabilization Authority Act, Act 86 of 2014, created the Local Community Stabilization Authority (LCSA) and made it responsible for distributing Local Community Stabilization Share (LCSS) revenue to local units of government and schools throughout Michigan.
On October 1, 2014, the powers, duties, functions, and responsibilities previously vested in the Metropolitan Extension Telecommunications Rights‐of‐Way Oversight (METRO) Authority under the Metropolitan Extension Telecommunications Rights‐of‐Way Oversight Act, 2002 PA 48, as amended, MCL 484.3101 to 484.3120 (the “METRO Act”) were transferred to and vested in the Local Community Stabilization Authority (the “Authority”).
